Click on the Manage Fitouts button in your NPC inventory.

Click on Personal Tags. This should bring up the list of all of your tags. Locate your fitout tag you created and select the NPC and Item checkbox.

Now click on Personal NPC Fitouts. Click on the name of the Fitout to assign weapons/items to each slot.

Now you can command your troops to pick up their fitouts and whatnot.
