Charter of The eXiles
Ratified on Year 14 Day 100 by:
"The eXiles, to be blunt, are the exiled members of societies that have coalesced into a new government to promote their ideals. Fleeing from oppression, these diverse groups founded a confederated union to combat the very tyranny that forced them from their homes."

Article I. The Supreme Chancellor
The Supreme Chancellor shall be the Head of State for The eXiles.
A. Eligibility
For an individual to ascend to the role of Supreme Chancellor of The eXiles, The current Supreme Chancellor has to vacate his seat as Supreme Chancellor, either by retirement or death.
B. Succession
In the event of the death of the Supreme Chancellor, if a Vice Chancellor was appointed, the Vice Chancellor will assume the role of Supreme Chancellor for The eXiles. If the Supreme Chancellor retires, there was a successor in place by the Supreme Chancellor to lead The eXiles.
The move of Vice Chancellor to Supreme Chancellor cannot be overturned. The new Supreme Chancellor will then appoint a member from the Ministry to Vice Chancellor.
If both the Supreme Chancellor and the Vice Chancellor retire at the same time or die in the line of duty. The Prime Minister will then assume the role of Supreme Chancellor and only then can he appoint a new Vice Chancellor from
the citizens the Ministry ONLY.
C. Removal
The Supreme Chancellor cannot be removed from office. The Supreme Chancellor may wish to give up his title and retire if he therefore wishes and only then can he/she appoints a new Supreme Chancellor.
D. Special Powers
1) The Supreme Chancellor can deploy forces at will, but under supervision of the Ministry.
Only a unanimous vote of all Ministers can overturn such an action.
Article II. The Vice Chancellor
The Vice Chancellor shall have executive authority under the direction of the Supreme Chancellor and is the de facto
second in command of the The eXiles. The Vice Chancellor shall share in the responsibilities of running the day to day operations of the The eXiles.
A. Eligibility
The Vice Chancellor of the The eXiles is appointed by the Supreme Chancellor of The eXiles from
the citizens of the The eXiles or a citizen of one of the Nationalized Factions of the The eXiles.
C. Succession
There is no line of succession to the Vice Chancellor, the Supreme Chancellor is free to appoint any other citizen of
the The eXiles or Nationalized Factions of the The eXiles to the seat of Vice Chancellor.
D. Removal
The vice Chancellor can be removed for the following reasons:
-Treason
-The theft of eXiles property
-by decision of the Supreme Chancellor
-incapacitating illness and/or death
-leaving the The eXiles or a Nationalized Faction
If the Vice Chancellor feels he can no longer continue his duties, he may step down from the position with an honorable discharge.
E. Special Powers
1) If the Supreme Chancellor is unable to perform his duties on any occasion, the Vice Chancellor will take charge of
the The eXiles until the Supreme Chancellor returns.
2) The Vice Chancellor, under direction of the Supreme Chancellor, is able to spend the credits in the treasury of the
The eXiles.
3) If the Supreme Chancellor is temporarily away, the Vice Chancellor will assume all authority of the Supreme Chancellor while
he is away. The Ministry shall appoint a temporary Vice Chancellor. The temporary Vice Chancellor is appointed
from within the Ministry. The temporary Vice Chancellor is then to perform the duties of the
Vice Chancellor as well as his previous duties before receiving the title of Acting Vice Chancellor.
Article III. The Prime Minister
The Prime Minister is the most senior and a closest adviser to the Supreme Chancellor. Prime Minister is the second cabinet position whom the Viceroy can appoint without the Ministy's consent. The Prime Minister's main responsibilities are determined by the Viceroy, who defines the majority of the Prime Ministers's duties as circumstances require.
This position is considered one of the most honorable within the The eXiles as the member appointed has the full trust of the Supreme Chancellor.
Eligibility
For an individual to ascend to the role of Prime Minister of the The eXiles, The Prime Minister of the The eXiles is appointed by the Supreme Chancellor of The eXiles from
the citizens of the The eXiles or a citizen of one of the Nationalized Factions of the The eXiles.
C. Succession
In the event of the removal of the Prime Minister, the Supreme Chancellor will nominate a successor for the position of Prime Minister.
D. Removal
The Prime Minister can be removed from office for the following reasons:
-Treason
-
-Theft of eXiles property
-by decision of the Supreme Chancellor
-incapacitating illness and/or death
-
-leaving the The eXiles
If the Prime Minister feels he/she can no longer continue his/her duties, he/she may step down from the position with an honorable discharge.
E. Special Powers
1) The Regent currently shares in no enumerated powers within the Trade Federation.
2) The Prime Minister, under direction of the Supreme Chancellor, is able to spend the credits in the treasury of the
The eXiles.
3) If the Prime Minister is temporarily away, the Vice Chancellor will assume the duties of the Prime Minister while
he is away. The Ministry shall appoint a temporary Prime Minister. The temporary Prime Minister is appointed
from within the Ministry. The temporary Prime Minister is then to perform the duties of the
Prime Minister as well as his previous duties before receiving the title of Acting Prime Minister.
Article IV. The eXiles Ministry
The eXiles Ministry is the authorized decision making body of the The eXiles.
A.
Ministry
The members of the Ministry are as follows:
- Supreme Chancellor
- Vice Chancellor
- Prime Minister
- the Ministers and Vice Ministers of the The eXiles
B. Eligibility
Only citizens of the The eXiles and it's Naturalized Factions, who have been with The eXiles for over a year and are in good standing standing can be inducted into
the Ministry as voting members, by a majority vote from within the Ministry.
C. Succession
In the event of a removal of a Minister, the Vice Minister will act in the capacity of
the removed Minister until such a time that the Supreme Chancellor, Vice Chancellor, and current Ministers agree unanimously upon the successor to the removed Minister.
D. Removal
Ministers and Advisors can be removed for the following reasons:
- Treason
- Theft of eXiles property
- by decision of the Supreme Chancellor with the agreement of the Vice Chancellor
- incapacitating illness and/or death
- leaving the The eXiles or a Nationalized Faction
Ministers are able to step down at any time from their position with an honorable discharge.
E. Special Powers
1) The Ministers may choose to allow advisors within the Ministry Chambers for discussions in
the interests to the The eXiles.
An advisor must be a citizen of the The eXiles or a Nationalized Faction that is nominated by the Ministry, then approved unanimously by the Supreme Chancellor, Vice Chancellor, Prime Minister and Ministers prior to admittance to the Ministry Chambers.
Advisors serve a lifetime term until they are no longer eligible for reasons listed above under
this Article, Section D.
Article V. The Chief Justice
The Chief Justice has the sole duty to interpret the Charter of the Trade Federation and its laws,
and in the event of a dispute of law the Chief Justice’s interpretation will be the accepted
interpretation of the The eXiles.
A. Titles
The Chief Justice of the The eXiles shall only be known as the Chief Justice of the The eXiles.
B. Eligibility
For an individual to become the Chief Justice of the Trade Federation, a citizen of the The eXiles must be nominated by the Supreme Chancellor.
After the nomination, the Ministry will vote on the nomination and a majority of 2/3rds of the Ministry is required to make the nominee the official Chief Justice.
In the event that the Ministry refuse or cannot reach a 2/3rds majority, the Supreme Chancellor must
nominate another individual for the position.
C. Succession
In the event of the removal of the Chief Justice, the Supreme Chancellor will nominate a successor for the position of Chief Justice, and the normal rules of Eligibility will apply.During the duration of the new appointment, the most senior Justice shall assume the responsibilities of the Office of the
Chief Justice until such a time that the new Chief Justice nominee receives an approval of 2/3rds
of the Ministry.
D. Removal
The Chief Justice can be removed for the following reasons:
- Treason
- Theft of eXiles property
- by decision of the Supreme Chancellor with agreement from the Vice Chancellor
- incapacitating illness and/or death, and
- leaving the The eXiles
If the Chief Justice feels he can no longer continue his duties, he may step down from the
position with an honorable discharge.
The Chief Justice will serve a lifetime term or until the Viceroy who appointed him Chief Justice
is no longer in office, or is no longer eligible for reasons listed above under this Article, Section D.
E. Special Powers
1) The Chief Justice will oversee the judiciary responsible for all court cases concerning the
citizens of the The eXiles.
A decision and/or interpretation made by the Chief Justice can
only be renounced by the Supreme Chancellor.
2) The Chief Justice has jurisdiction solely over the Department of Justice and reports directly to
the Ministry, in the role of advisor.
Article VI.
The Council
The Council is the forum for discussing issues of governance for the The eXiles, and to inform the Ministry on matters of decisions.
A. The Council
The members of the Council are:
- Command Ranks and up
B. Eligibility
Only citizens of the The eXiles who are currently in the above listed positions will serve as
a member of the Council.
For any positions that may be developed after the passage of this Charter, the position will not
be considered within the Council, until such a time that the Supreme Chancellor, Vice Chancellor, Prime Minister, and Ministers agree with a 2/3 majority to accept the position as being within the Council.
C. Succession
In the event of the removal of a Council member, the Ministry will oversee the accepted
process of replacement for that position.
D. Removal
Council members can be removed for the following reasons:
- Treason
- Theft of eXiles property
- by decision of the Supreme Chancellor and/or Vice Chancellor
- by decision of their Minister with approval from the Supreme Chancellor and Vice Chancellor
- incapacitating illness and/or death
- leaving the The eXiles or a Nationalized Faction
Council members are able to step down at any time from their position with an honorable
discharge.
E. Special Powers
The Council currently shares in no enumerated powers within the The eXiles.
Article VII.
Amendments
Amendments can be made to the Charter of the The eXiles Articles at any time.
A. Proposal
Amendments may be proposed by the Supreme Chancellor, Vice Chancellor, Prime Minister or Minister.
All proposed amendments are to be reviewed by the Chief Justice with a report of any legal findings
of issue in the amendment to the Ministry, prior to a call for a vote.
B. Vote
After presentation of any legal findings, either the Supreme Chancellor, Vice Chancellor,
Prime Minister or any Minister, other than the Council member who made the original
proposal, may call for a vote for the passage of the proposed amendment.
For a proposed amendment to become an Amendment to the Charter of the The eXiles,
the above directions of Proposal must be adhered to, and a final vote of the Council must reach
a unanimous decision of approval for passage to amend the Charter of the The eXiles.
C. Incorporation
The Chief Justice of the The eXiles will be tasked with amending the Charter of the The eXiles with any amendment that receives passage.
Upon completion of incorporation of any new amendment, the Chief Justice will present the revised Charter of the The eXiles to the Ministry.
After presentation of the revised Charter of the The eXiles, the Ministry must reach a 2/3rd majority vote to accept the revised Charter.
If a 2/3rd majority vote is not reached, the Chief Justice will revise and present the Charter again until the Ministry reaches a 2/3rd majority vote.
Article VIII. Standard Rules of Order
A. Quorum
The The eXiles Ministry is the only body of the The eXiles Government with a Quorum requirement.
For the Cabinet to call for a vote on a matter of governance, a presence of 2/3rds members must be in attendance.
The Supreme Chancellor reserves the ability to call for a vote on any matter of governance, whether or not 2/3rds of the Ministry members are present for the call for a vote.
B. Voting
1) A time frame for the period allowed for a vote can be decided at the time of the call for a vote.
The following are permitted time frames:
- 24 hours
- 72 hours
- 7 days
- 14 days
- 30 days
At the time of the call for a vote, the Supreme Chancellor
can require a time frame for the vote, or a Minister can request a time frame, but requires a 3/4ths majority agreement from the Ministry to give full force and effect to the requested time frame.
The procedure for placing a vote during a time frame vote shall consist of the Minister relaying their yea, nay or abstention to the Chief Justice.
The Chief Justice will keep records of all votes for disclosure at the end of the allowable time frame.
If the Chief Justice receives all votes prior to the expiration of the time frame, the Chief Justice will inform the Supreme Chancellor that all votes have been received, and the Supreme Chancellor can choose whether to end the vote, or maintain the time frame until it expires under its own terms.
The Ministry may declare a vote invalid and relay a different vote to the Chief Justice up until the time that the Supreme Chancellor has ended the vote, or the time frame expires under its own terms.
If a Minister does not relay a vote to the Chief Justice prior to the expiration of the time
frame under its own terms, the vote will default to an abstention.
2) A majority requirement for the passage of a vote can be decided at the time of the call for a vote.
Abstentions are never tallied for purposes of determining a majority requirement. A majority
requirement will be those votes in favor and votes against tallied together.
The following are permitted majority requirements:
- A simple majority, 1/2 plus one
- A 2/3rds majority
- A 3/4ths majority
- A unanimous decision
At the time of the call for a vote, the Supreme Chancellor can require a majority requirement for the vote, or a Minister can request a majority requirement, but this requires a 3/4 majority agreement from the Ministry to give full force and effect to the requested majority requirement.
Once a majority requirement is in force and effect, that requirement must be met for a successful passage on a vote.
C. Exceptions
A majority requirement will not be allowed to disagree with any majority requirement set forth herein by this Charter.
